Launching of Procurement Procedure Manual (PPM) and Supply Manual (SM)

The launching ceremony of Procurement Procedure Manual (PPM) and Supply Manual (SM) of Directorate General of Family Planning (DGFP) was held at the Conference Room of the Ministry of Health and Family Welfare (MOHFW) at 11.00 am on Thursday, 7th February 2013.

The honorable Senior Secretary of the MOHFW Mr. Md. Humayun Kabir joined the ceremony as Chief Guest while Mr. Gregory Adams, Office Director (acting), OPHNE, USAID/Bangladesh and Ms. Aktari Mamtaz, Additional Secretary (Development & Medical Education), MOHFW were present as Special Guests. The session was chaired by Mr. A.K.M. Amir Hossain, Director General of DGFP. The event was organized by Directorate General of Family Planning and facilitated by SIAPS. Higher officials of the MOHFW and Line Directors, Program Managers, Deputy Program Managers and relevant desk officers of DGFP were present.

 

Mr. Md. Kafil Uddin, Director, Logistics and Supply (L&S), DGFP in his welcome address, expressed whole-hearted satisfaction that since 2010 there has not been any stock-out of any commodity specifically Contraceptives. This has been possible because of increased effectiveness and efficiency in procurement and logistics management systems with the technical assistance provided by USAID supported SIAPS program.

 

Mrs. Aktari Mamtaz, Additional Secretary, MOHFW discussed about the newly formed Procurement and Logistics Management Cell (PLMC) under MOHFW which role is to oversee the procurement and logistics of the MOHFW and its procuring entities including DGFP. She opined that USAID/SIAPS interventions in DGFP for the last three years made huge positive changes in the area of procurement and supply management systems.

 

Two brief presentations both on PPM and SM were made by respective persons from DGFP. Mr. Md. Jalal Uddin, Assistant Director (Local procurement), DGFP made a short presentation on the objective of developing of the Procurement Procedure Manual (PPM). He mentioned that the manual was carefully prepared in consistent with Public procurement Act 2006 (PPA), Public procurement Rules 2008 (PPR) and The World Bank (WB) guidelines in order to ensure efficiency and transparency in procurement management. He also updated that the manual is already in use by DGFP officials involved in procurement as a quick reference guide. On the other, Mr. Md. Saiful lslam, Additional Director, Central Warehouse of DGFP provided an overview on the supply manual. He also mentioned that how the demand for the revision of the supply manual was emerged from the users at all levels to incorporate updated procedures, systems, and good practices.

 

 

Dr. Zubayer Hussain stressed on use of the manuals at the user level. He requested the higher officials of the ministry especially the Senior Secretary, MOHFW to ensure effective use of the manuals at all levels. Furthermore Dr. Zubayer appreciated and expressed thanks and gratitude to all who actively participated and made great contribution to develop PPM and revise the SM.

 

Mr. Gregory Adams, in this speech, acknowledged the partnership between MOHFW and USAID/SIAPS Program. In his very constructive delivery, he appraised to SIAPS for doing such an excellent job with the MOHFW and expressed infinite thanks to the Senior Secretary for his competent leadership in every endeavor from SIAPS and USAID for capacity building and systems strengthening of the ministry.

 

The Senior Secretary in his speech conveyed appreciation to USAID/SIAPS Program for facilitating the development process of PPM and SM and continuous technical assistance to the MOHFW regarding capacity building and systems strengthening. He stated that PPM and SM will also bring significant changes at the local (district and sub-district) level in regard to local procurement and logistics management. The Secretary told that these manuals can be included in relevant training courses as well. At the end he thanked all the participants from the ministry, USAID and SIAPS officials for making the program successful.

 

In concluding remarks, Mr. Amir Hossain, Director General of DGFP gave a vote of thanks to all for developing the manuals and also the audience for making the launching ceremony successful.

 

The ceremony ended with formal handing over of the manuals to the Senior Secretary, MOHFW by Mr. Gregory Adams, USAID.
